     Yes you can swap the simcard from the original phone to the new phone then call customer care and they will ahve to change the data plan to the $30 package

That's right. Be sure to call them first so they can update your imei to the new 3g iphone and add the correct data plan. It will not renew your contract and will ensure your billing remains accurate.

Welcome to 3g, my friend...

Keep in mind that not only does the data plan price change as you have already mentioned but you loose your 200 included text messages.  If that is important to you, you will need to also add that to your account so you don't get any suprises.
