Will Cingular/ATT unlock a Blackjack for someone who is not a "Cingular/ATT" Customer??? Blackjack purchased outright (full price) without contract from going out of business sale (CompUSA) to be used overseas....person can also show proof of purchase...

It is possible, but may not be easy to do, best thing to do is call and ask them.

Yes, you would need to unlock the phone, plus sign up with Verizon to get a SIM card that would let you access their network.

It is my impression that verizon phones do not use SIM cards and is not GSM. Cingular operates on a different format. You will need to go with a carrier that uses the GSM system. I might be mistaken about Verizon...
