Family Map & Smart Limits - do they work together or not / error 40030

First my bad for not doing more detailed research prior to moving my daughter on to the iphone 3G and now incurring a new $25 monthly fee – tough to take away what now has been given.
I have two teenagers’ two phones
1) The iphone 3g – has full data plan – has smart limits
2) A non-smart phone but added data plan – does NOT have smart limits
My phone is an iphone 4G
I have spent the last few days trying to make the family map work and continue to receive error 40030. I had started this process at a branch store and have spoken to five different employees with AT&T.
All AT&T employees told me the Family Map worked with Smart Limits except for one, my last call with AT&T,
The first attempts with a Rep said I had blockers on my phone which I could not see on the web and they were parental blocks which only AT&T could control; they specifically said this had nothing to do with Smart limits. Each time they said they removed these parental blockers and I should be able to get on in 90 minutes.
I have yet to get on and still same error message 40030.
I just was told from an AT&T Rep the Smart limits plan cannot be on a phone at the same time as the family plan. Ok – my bad now I have to make a choice – tough one – track my daughter or block use during school and night…
So, I tried to set up with second child without smart limits and with data plan. Still same error 40030
If the Smart Limits was the problem – then this phone should be able to be added to family map but I cannot add the family map.
Could someone help explain what AT&T cannot? What is Error 40030? What are these behind the scenes parental blocks I apparently have but cannot control? Can a phone have Smart Limits and be tracked by Family Map? If not, why could a phone without smart limits not be able to be set up on Family Map – back to error 40030?

Hi I am having the same problem I am trying to add family map to my iphones and keep getting the same error message. I have spoken to reps on the phone for hours with no luck, please help. Thanks.

I have a solution that took the at&t tech and myself 74 minutes to figure out. It ended up being two things.
- You can only do this using your primary account, which was quickly figured out. Most people probably don't run into this problem.
- I had disable my account from being able to purchase products years ago because of scams that people were running. This error gives you no clue as to why, but disable the "purchase blocker" then life was good.
This took so long to figure out I felt compelled to post the solution. I hope this helps everyone out!
