ATT Navigator DATA USAGE question

Does the data that the ATT Navigator uses charged against the ATT Navigator fee, or does the cost of data that the ATT Navigator uses come out of the data package in the plan?

According to the Navigator FAQ's at at&t's website, the data is chargeable at normal data usage rates - and that is consistent with what I've seen in that the usage is logged against my data plan (albeit, it's an unlimited plan).
