Busy signal in place of voicemail and lost calls

I recently got a new phone, a Samsung a237, though I am using the same Att&t phone # I used with my old phone.
The voicemail on my phone does not work, even though when I got to "set applications", the voicemail # is the correct one that leads to the voicemail on my old phone. When people call me and I can't answer, they get a busy signal and a message that says this user is not accepting calls.
Even though I never did anything to make that the case.
Also, sometimes people will call me, and if I am in a place the phone can't reach, like the subway or any basement area, no "missed calls" message will show up, so I won't know.
This is very frustrating. I already tried pressing ##002# but it didn't help at all. Any help hugely appreciated!
