ATT has packages for about $20 more than their domestic ones which include Canadian roaming. Note that you don't get all the free minutes when you are in Canada. The big problem for most users is you have to give up your accumulated Rollover minutes when making a plan change.

ATT Canada plan -- $4.99 a month and you pay $0.59 a minute. What kind of phone do you have? If you have a PDA phone, download a VOIP application and use hotel wifi. A cool app out for the iPhone is WhistlePhone which gives you a free inbound number and push notification so you can receive an inbound call over wifi. Note: be sure that dataroaming is switched to off in such a phone and then hard forward your US phone number to it.
If you are a moderate user, another option is a prepaid Phone. For cheap, Petro Canada or 7-11 have the best deals for the short term user.

My daughter is in Canada today through the weekend. If we call HER through MagicJack on our end (free), will she be charged an international rate for incoming calls?

No. Magicjack runs over the internet. There is no roaming surcharge. You can also call forward a Magicjack to Canada for free.
