Famlymap on ATT with iphones. Maps locates within feet, FamilyMap to within maybe a mile. Why?

Our family of iphones use the Maps application when traveling and every single one of our phones can locate themselves while traveling in a car to a pinpoint location on Maps. It shows us to within feet of where we actually are. And we can watch our locations move in real time. The GPS works exquisitely well.

Then there is FamilyMap. When locating one of these same phones, it is usually within 400 yards to 4 miles. Every once in awhile it locates to an exact home or store location. About 1 out of 100 times. Mostly it is only to a neighborhood or to a part of town.

We have 4 iphones from 3S to 4S. We can all be in the car at the same time, and check our location on Maps to within feet. I can then track the four phones on FamilyMap and get only the neighborhood or the part of town.

Why exactly is that? The phone has the ability to be located on one application to within feet. But at the exact same time using another application, to only within a mile, at best. I don't understand this. Can someone explain?

PS, I cannot access the FamilyMap application today on the phone or on the computer. Cannot access it at all. This happens about once a month, and at night or on weekends it is not up until after 11am EST the next day..... There should be a place we can notify the tech support

Because when using the built in maps app you are using assisted GPS but not through 3rd party apps. I believe because blocks that kind if usage from 3rd party apps
