I was planning on buying an iPhone 4 this coming week. That is until I found out I was moving...... to England. If I buy my phone here in the states, and get the 5.99/monthly Internation package, can I take my iPhone with me to England and use it there as my everyday phone? Or would I possibly end up like those people that get the $10,000 phone bills?

You may, and will end up like those people that get the $10,000 phone bill.
Your best bet is to buy an iPhone 4 with an english carrier, because if you buy and US phone neither AT&T or Apple will assist you to unlock the phone.
