Voicemail with MicroCell

I am home most of the time and have WiFi and a microcell so that I do not have to use my cellular resources while I am home. I recieve a message that Voicemail will not work with Cellular data turned off. I called support and was told that this is a problem with the Apple OS. The phone shows a message below the switch to turn off cellular data, that when I turn off cellular data, I will force all data to WiFi including email, web browsing and push notifications. So it appears to me that Apple allows me to push everything to Wifi, but AT&T will not allow me to have voicemail even though I have WiFi and a microcell, unless I have Cellular Data turned on. I find this unacceptable and hope that AT&T has a solution.
