Help please, No Data Service with Unlocked Samsung Captivate, overseas SIM card

I have an unlocked AT&T Samsung Captivate, i897. I am overseas, with a 3rd party SIM card installed. I have voice, but no data service. "Data Roaming" is checked, but "Network Operators returns "Default Setup" greyed out, instead of a list of operators. I've entered the APN specified by the SIM carrier, but this does no good. How can I get data service?

If the SIM card is not an AT&T SIM card, you will have to call the local carrier for support.

I have a stupid question: Is there a check mark in the Data Enabled box?

Another stupid question: Do you have a data plan?

Last but not stupid: Can you send a photo by texting? This will check for a data block or data not enabled.
