The phone would freeze abruptly and closes programs. It shuts down the phone and doesn’t allow you to restart right away. It is very annoying as you are in the middle of something and your phone shuts down. I have to pull battery to restart the phone and have done several hard resets.
I have called AT&T Tech support and went through a series of over the phone tests and questions. It didn’t fix the issue, so I took the phone to At&t device support location. They completed a series of tests and had no luck of isolating the issue. As I am still under warranty, I was given a replacement infuse. However the problem persists.
At this point, I don’t see any value in going back to solution center and getting a replacement samsung infuse. Clearly, there is an issue with the device or operating system.
I am slowly losing my confidence in AT&T and their products. I am serioulsy considering finding a new wireless service provider!

Did you try a wipe/factory reset after upgrading? While AT&T tries to set things to allow major updates without wiping, it seems to fail often.
Sometimes AT&T firmwares are horrifically broken (see UCKK6 for the SGH-I777 as an example). That said, you won't be any better off with subsidized phones from any other North American carrier.
My guess is a wipe might fix it, as I don't recall seeing too many complaints about UCLB3 on XDA. It seemed decent to me for the 1-2 days I used it before switching to CM9.

ive never had this issue with my infuse. ive heard a few people talk of it but only after the bungled update from at&t.
try going to xda forums they have a few roms that work nice !
however i believe you dont want custom just working so they have the official gb STOCK and rooted rom there try it out !
all rooted means is you have super user rights!

For most users I would recommend reflashing the stock firmware (UCLB3 in this case) using Odin and doing a wipe/factory reset.
There is an experimental Android 4.0 firmware on XDA that I maintain, however, I warn you - it IS experimental and has known issues (mainly that wifi is flaky and Bluetooth is 100% nonfunctional) - some users are using it as their daily driver despite these issues though.

I wouldn't blame Samsung here - the firmware problems are clearly AT&T's doing.
Look, for example, at the SGH-I777 - Even though the hardware is 99% identical to the international GT-I9100 device, AT&T forces Samsung to make MASSIVE software changes including completely hacked-up touchscreen drivers. Funnily enough, the UCKL2 Infuse release was pulled because of - you guessed it - touchscreen driver issues. The Infuse TS drivers in the AT&T GB build are a massive hackjob compared to the original Rogers release.
It's a general rule - AT&T devices will have vastly inferior firmware compared to their international counterparts, because AT&T insists on all sorts of weird fragile hacks.
In the SGH-I777/GT-I9100 kernels, I at this point assume anything wrapped with CONFIG_TARGET_LOCALE_NAATT is broken until proven otherwise...

Make multiple calls until you get just the right service rep and get them to give you other options besides the warranty or insurance. I had 6 infuses last year. The first one ended up with the water damage indicator on after it sat in my pocket on a humid day. The Asurion insurance rep told me her phone did exactly the same thing in her purse. Customer care reimbursed me the $125 deductible for the insurance plus $25 for my time and effort to get the replacement. The other nice story was after 5 more Infuses went kerblooey for various reasons - battery drain, broken music app, inability to upgrade to gingerbread op sys, and finally, when a second level tech told me to get Kies aero and use that to do the upgrade. Well, Kies aero didn't appear in my Google store - turned out it was incompatible with the infuse, and the second level tech didn't know. So when I got a very nice rep on the line, I asked her for three things (1) something other than an Infuse, in NEW condition rather than a reconditioned one, and with full factory warranty, (2) full 30 day try before you buy, because I didn't get that with the infuse before the water damage indicator lit up, and (3) no need to have a new 2 year contract with the replacement phone (this was the hardest part) so my contract would run from when I originally bought the infuse. About 8 months to go.
Sooooo, I got my first Infuse in April or May 2011, had my first (and only) heart attack in May 2011, quit smoking and had 4 more replacement infuses go bad from April or May through October, when I got one that lasted 8 months and then it started eating the battery this June and the screen started going buggy. I got my new fully-warranted Skyrocket in June, and after 2 months it is and it just starting to eat batteries and have weird problems with the factory reset. There's a brand new Skyrocket in the mail to me. Here we go again ...
Push gently and you'll be pleasantly surprised.
As far as the Infuse went, I absolutely loved the phone - I was commuting to NYC and just had time on the train to watch an hour's worth of TV. I watched 5 seasons of Breaking Bad that way. Too bad it was so defective.

If you want a GOOD Samsung device, you need to go with international unlocked devices... For example, GT-I9100 is vastly superior to SGH-I777 if you run unmodified firmware, because it doesn't have AT&T's horrific hacks to the firmware. This is despite the fact that the hardware is 99% identical. Differences are:
NFC (the I9100P has this too...)
Four capacitive touchkeys instead of a mechanical HOME button and two cap touchkeys (insignificant difference)
Slightl different audio routing configuration (another insignificant difference)
