This new build of ICS is supposed to "fix" the long "Android is Upgrading xxx of yyy" problem on reboot that occurs on the HTC Vivid and other phones after upgrading to Android 4.0.3 (Ice Cream Sandwich).
Others have reported that it is available, so when will AT&T make it available to their customers?
It is a big annoyance to have to wait five minutes or more for your phone to be available after reboot (like when you turn your phone back on after your flight lands).

If I'm not mistaken, it's not AT&T that determines when it's released but the maker of the phone... Samsung will release it at a different time (most likely later) than HTC for example
