I think the 4gig plan I got may be too much?... Can I change it with the discount?

So I ordered my iphone 4S and I was completely unfamiliar with the iPhone specific plans, so I chose the "4GIG Data Plan w/ Tethering" which was about 38$/month WITH a discount I got when I pre-ordered it (some customer loyalty discount? idk..)
Now I'm realizing that "2GIG" would be plenty for me and it's about half the price.
So my question is would I still be able to get the discount for the "2GIG" data plan that i got when getting the "4GIG w/tethering" data plan? I'm not piled with $$$, so that discount really makes the difference.
...also... what the **** is tethering!? i know, i'm not a techy... yet.

Tethering allows your phone to act as a wireless hotspot. Other devices can connect to it and use its data connection.
For example - you're in the middle of nowhere camping, but for some reason you still have 3G. You can fire up the hotspot and connect your laptop to it. Presto, instant internet.
Likewise for long car trips.
Slow, but it's better than nothing when nothing is what's available.

Not really all that slow. I was at my aunt's setting up her new iPad for Skype. I brought my iPad with me for testing video calls. Experienced lots of lag so I did a speed test. Funnily enough, I was getting faster speeds tethered to my iPhone than when I was connected to their wifi router (Time Warner Cable). The neighbors must be on bittorrent or something.
That said, there are plenty of DSL connections that are slower than AT&T 3G.
