IMessage working inconsiste ntly

I have a USA ATT 4S and the other person has a Mexican Telcel 3S and an Egyptian 4S. All have IOS 5.01. Why can I freely send messages to the Egyptian phone when it is located in Egypt or Mexico (Blue Send Button) but cannot send messages for free (Green Send Button) to the 3S Mex in Mexico? We're all using WiFi as far as I can tell because I had them turn the Cell off on the 3S. Unusually the Mex 3S has an extra question on the Setting>General>Network screen asking if they want to turn just the 3G off (not sure if this is relevant). ANy ideas about what is set differently on the 3S Mex phone that stops me from sending free (Blue) messages from the US?

Have the mexican iPhone 3GS user go into; Settings > Messages > and make sure iMessage is toggled "On." This will insure that the feature is turned on in settings!

Yes, that was it, Telcel had defaulted the imessaging to OFF. Carlos Slim up to his usual money making schemes.

If you dont mind me asking, how are you saving the mexican number? I am having a similar problem and checked the settings (imessage is on for all phones) is it +51 1 55 ------- ?

err the imessage on or off is a Apple IOS setting not anything controled by the telco.

Actually my wifes phone in Mexico is different in a number of IOS (5.1.1) ways. One that I can remember is that the operating system updates automatically whenever there's a new release. There are differences in the setups as well.

Different versions of the IOS does not change the Imessage settings, telco still does not control it. 5.1.1 is the current version, just checked a ATT Iphone 4 and 4S and a 3GS, the 4S is on Verizon, the 4 is on Sprint and the 3GS is on ATT

I'm talking about my wifes Telcel 3G and 4S in Mexico, they're evidently different. Carlos Slim rules Mexico Telecom.

doubt it, but if that is want you want to believe then the carrier has IOS level access to the phones to force the setting to off - and have never seen apple given anyone the ability to do that on a phone that has not been hacked. The IOS level on the US phones is exaclty the same level as what you posted, the updates come directly from apple and not the carrier
