If it satys on wife then no, the phone has the ability to seamlessly switch between wifi and cellular data if the wifi drops so it may shift over to cellualr data witout you knowing. If you want ot be sure, turn off cellular data.

No, but if you want to be SURE you're not using cellular, you can turn off cellular data in Settings > General > Network.
