MAJOR 3G problems.. .Apple already replaced first phone...wh at the heck?

Ill start from the beginning. I bought the 2G iPhone a year ago. I then upgraded to the 3G in July and just switched my sim card over from the 2G.
I have not hacked or unlocked my iPhone. It was acting a little sluggish about 2 weeks ago, I go to restart and the "plug into itunes" image comes up and says phone needs to be activated. So I go home, plug into itunes. It tries to activate the iphone and I get the "sim card is pin-locked" message. The sim card is not pinlocked.
I take it to AT&T, they tell me the sim card is fine and to go to Apple. I go to the Apple store, they end up replacing my phone and it worked fine. 2 weeks ago by and its working great. A few days ago, I shut my phone off and turned it back on a couple hours later and got the same "please plug into itunes" message again...I restart again and it boots up fine.
Today, I shut my phone off then turned it back on and got the "please plug into itunes" error message AGAIN. And this time it wont go away. So im thinking, it MUST be the sim card since I just got a brand new phone 2 weeks ago because Genius at Apple thought it was the phone.
I take it to AT&T an hour ago...they look at it, still cant get it to work. They replace the sim card and still same problem. The AT&T guy is currently on the phone thier tier2 tech support and I have to go back and see if its fixed at 5:30.
Anyone have ANY idea what could be up? Its not the phone, and its not the sim card...could it be some software that was installed? I havnt installed much at all...Ecconote Pro and Photoswap...thats about it.
Im going CRAZY over here. help!

You might need to speak to Apple support to have a reset done on the phone

So an update:
AT&T couldnt fix it when on the phone with tech support...I got a case # and I brought it to the Apple store yesterday. And of course the next Genius appointment I could make was for Friday at 3:00pm.
So now here I am stuck without a phone for 2 days.

have you tried to restore on pc as a new phone versus backup?
