That's because the iPhone 4 doesn't natively support it, that's not the fault of AT&T.

Siri is available on the 4S. There are some limited voice commands that you can get by pressing and holding the home key.

Missed the "Navigation" Part. Hopefully in the next version of iOS, Apple will open the API's to SIRI. After all the still call it a Beta product.

but - the free Mapquest app does support turn by turn voice commands
