On this website, it tells me that a Refurbished Iphone 4 is 49.99, i already have a contract and it is not time for my upgrade. IS the price still 49.99 or is it more expensive?

You are seeing the discounted price if you were eligible for an upgrade. Login to the my account and you should see an option for upgrades. At that point you would be given your price.

From what I understand, that $49.99 price is only available to people opening a new line or new customers. Current customers who wish to upgrade are not eligible for a refurb. Sorry.

What difference does it make? All of the iPhones, new or refurbs come from Apple. The box with the phone in it is the same whether you get it from Apple or AT&T. Apple handles all warranty issues in any case. I've bought all my iPhones through AT&T and never had a single problem.
There is something to be said for being seen and known in your local Apple store. Their service is great but it is nice to have a manager recognize you. It can sometimes push things just a little further. I have shared this before but I spilled a diet coke in my macbook and it was a goner. The managers recognized me we chatted a bit before my genius bar appointment. They looked at what was going on and replaced my macbook! I did not expect that and planned on buying a new machine with coverage from my homeowners policy. I do not know how much my interaction with the manager helped but I would not discount it.
All my iPhones come from the Apple store.
