Unlocking iPhone 4 without Upgrading to iOS 5

I just called customer support today and they put me through to tech support who after a few minutes time did what they needed to on their end to perform a factory unlock on my wife's iPhone 4.
The AT&T rep then told me to go plug the phone into iTunes and back up and restore the phone and then the phone would be unlocked to any GSM carrier. This I did, but when I was going to do so iTunes said that after the restore was complete iOS5 would be installed and my wife would lose her 4.3.5 that she currently has. Which she does not want to do.
My question is this: Is there a way to factory unlock this iPhone 4 without the iTunes Restore?

No you need to do a restore. You can try holding the option key if you have a mac or ctrl key for PC when you click on the restore button to bring up a window that allows you to find the older firmware that may be stored on your computer. If you need to redownload the old firmware for your wifes phone, you may need to use google to find a source for that file as Apple will download the latest version.
