It uses data but will only count towards your limit if you are using over the cellular network if you are connected to wifi use it all you want.

The weather app would use some data but not much for Location Services purposes. It needs to access your cellular's whereabouts via GPS or tower triangulation in order to find your local area.
But it may be minor like just a few KBs. If you turn on Airplane Mode and use WiFi, it would probably use your WiFi's router location via IP number.

It only uses data to pull the forcast. It will use whatever data channel is active. Turn on wifi and if it's actually connected to wifi, then no cell data will be used.

Airplane Mode (settings>airplane mode) disables all signals which is required by federal law on aircraft. It is beneficial to some users as it disables cellular, Bluetooth, and WiFi all at once rather than going to here and there.
You can re-enable WiFi from the same area after Airplane Mode is enabled and keep your cellular off. This is also beneficial as you don't have to go to Settings>Phone>Cellular Data OFF every time. However it turns off any calls you may receive, but you won't get MMS or Phantom Data used.

That is a cool setting. Is there any way to just turn off cellular data?

Sure. It kills cell data and MMS, everything else works fine.
It's been posted here in this forum many times. Here is the page I always seem to find when I re-google
ios4 turn off cellular data

If you disable cellular data, you lose MMS texts not SMS texts as they explained. You still get voice calls, but no visual voicemail or MMS. Visual voicemail's alternative is dialing your own telephone number to reach it.
If you wish to circumvent SMS and MMS, you can choose Instant Messenger instead which is fully WiFi. You and your buddies would choose any kind of software to relate with.
Some softwares are combinated IMs. Palringo, IM+, eBuddy, etc.
Each of them include GMail, Yahoo, AIM, MSN, and a few others.

I don't have visual voicemail anyway, and the only feature I use, other than regular phone, is text messages and even that is rare
