Well, I was going to send this to Live Wireless Chat Support but for the past 30 minutes of attempting that I get a screen that simply says "Help is one click away" with nothing else occurring except the occassional logout warning. I was going to email ATT but the 500 character limit doesn't exactly get the problem occurring through, honestly I just want my phone fixed. Rant aside, I'm going to copy and paste what I was going to say to whomever in tech support would of read it and see if I get help here.
Hello, I recently noticed I had been losing signal with my iPhone 4s, it would go from 1 bar to full bars then to no service and repeated it for about 24 hours until I decided to restore it with iTunes. After attempting a restore I've tried activating it and the phone won't activate, it says the activation servers are temporarily unavailable. I've tried activating it with iTunes and that has not worked, I've put it into recovery mode to restore it again and try to activate it using all methods available to no success. I currently only have 1 bar of signal on the phone while it waits at the activation screen, still unable to be activated. Also, I've noticed this mentioned a lot in support I've been using to try and fix this and I'll state now to get it out of the way, no this phone has not been Jailbroken and never has been Jailbroken in it's lifetime of about 6 months.

sounds like a hardware issue, iphone support is from Apple, see if there is a Apple store genius bar in your area and make an appointment there
