I've already send an email to an ATT rep and this is the answer... =(
Dear Customer,
I have reviewed your e-mail and I have confirmed that the iPhone with the IMEI ending with **** is not eligible to unlocked at this time. The requirements to unlock your iPhone are:
- Account cannot have a flag for excessive off-network roaming.
- Must be an eligible AT&T iPhone.
- Completion of 2-year service contract (service fulfillment must be met for IMEI associated with the unlock request).
Exceptions: Verified military deployment, paid full retail or no commitment price, early upgrade, or canceled and paid ETF.
- iPhone associated to the unlock request must not be reported lost or stolen.
Unfortunately, this phone does not meet the requirements and is not eligible to be unlocked at this time.

Since you bought the iPhone on ebay, the phone may not have been used for the length of the contract yet. Contact the seller and see what they can do?

Just called 10 mins ago, surprisingly it only took few mins to connect, and they helped me to unlock without any doubts or questions even I am not the customer.
Hope that will will be unlocked on Apr 16

Oh boy, the IMEI part makes me wonder. My contract is up in July but I had my iPhone 4 replaced by Apple after it got wet. I bet they screw me because its not the original IMEI!

the policy at the time was in place, at the time and in the forseeable future (look up the definition of the word forseeable) the policy was in affect. No one was "sanctimonous" they just stated what the current policy was. Me I am happy it is gone, going to make a killing on fleabay with the out of contract Iphones that are in the spare's box at the office, all current models, should pay for a few beers for the entire company
I really doubt that anyone is going to "suffer" through any of the posts nor lose any sleep over it, unless they are waiting on hold for hours. Still have not seen any verification htat they wil unlock a iphone for someone that is not a customer, unless you have.
Rudness, like beauty is in the eye of the beholder, if the reply did not fit what was thought to be their right, the reply was rude, if it did then it was pleasant.
Already there is someone posting that they would not unlock their phone becasue it was still under contract

That said: I've often left this forum specifically, feeling that folks weren't helpful, nor polite. Is that opinion, as you suggest? Absolutely. And that's what I, as a customer, have to go by.
Now that this issue is improving for many, and now that policy is moving toward the norm, here's hoping it doesn't annoy folks to have to repeat the same answer over and over. This is not directed toward you specifically, in fact, I don't recall interacting with you in the past much. Just stating my impression of mods in general. Something I also shared with the survey folks when I filled out my survey about this forum recently.
Again, I get how tough a job it is, and have respect for the challenge.
and, for the record, I repeatedly suggested a stickie that could be neutrally linked would have been good.

Hi guys, so first off I have a legit AT&T phone, phone is ok, plan is ok and everything. Such is the case that we have called twice ATT to verify that the proper IMEI number was put in to unlock it. They said yes and that the phone is unlocked, however whenever I do the restore option as indicated through the email sent by ATT I get the error stating that:
"The SIM card inserted in this iPhone does not appear to be supported. Only compatible SIM cards from a supported carrier may be used to activate iPhone. Please insert the SIM card that came with your iPhone or visit a supported carrier store."
So I looked up the error in apple (through the same email sent through ATT) and it states to reseat the sim card, and restore the phone and if it fails to call the carrier to make sure it was unlocked... Did that, verified, and its "Ok" with ATT.
ATT suggested to call Apple.... I called apple, after going through the first representative and getting a senior one we got to nowhere, since on the apple end it was also appearing as unlocked.
Now Im at the point where Apple opened a Ticket. Im supposed to get an update tomorrow, but as someone suggested somewhere (after I had already called) wait for the glitches to clear up, and for the representatives (at both companies) to actually know what they are doing, or you'll end up like me.
By the way, Im currently in Nicaragua and will be staying here for an unknown amount of time, so apple and at&t couldnt call me back, but at least the apple representative sent me an email with the ticket number letting me know that its an opened case with them and simply did not throw the ball back at AT&T (although he almost did).

Sorry for this but I cant get through to customer care.(I'm from Ireland)
Anyway long story short bought an iphone off ebay that was locked to at&t. I heard and read that the policy has changed some what so I tried calling a couple of times but as being from Ireland the call cut off and I don't have an AT&T account.
Not sure if the phone I got is off contract, on contract but I would like to get it unlocked and I see this as my only option.
I know it is out of warranty but if someone could help me out that would be great.
I can send the IMEI number if anyone wants it because I cant post it.

As an FYI, those of us who have the CL are not moderators in the sense that we do not have special capabilities to edit posts etc that other mods on other forums have.
Relating a sticky post, it has been suggested many times as well as tried but few read them before posting. Just look at how many people attach a post right below the previous person telling them what the policy is and that unlocking was not an option at the time. Unfortunately people just don't read the stickies. I wish they did..... It would be nice to see some heuristics that present the poster with some possible answers before they can post. I think that would cut down the reparative posts and provide an official answer.......
We do try to be nice so come hang out for awhile there is much to learn and to teach....and hopefully a lot less nit-picking on wording (There is too much of the I can beat my chest more and think I am right......)

My iPhone 4 was replaced a few months ago by Apple under AppleCare after it got wet. So, I knew my IMEI wouldn't be the same on my account. So, I wanted to see if by chance I could squeak in under my new IMEI. How can i unlock my iphone from AT&T? Any online customer service officer chat or email that i can sent to?
After searching AT&T sites, all needs me to login before i can contact them,
I don't have an account and cannot create a login account with them.

For anyone who's successfully submitted an unlock ticket - has your phone been unlocked yet? If so, how long did it take after getting the confirmation number? I finally got a confirmation number a few hours ago (fyi, the chat representatives are much more helpful than the phone representatives), and I'm just curious as to how long this will take.
I assume to check, all I'd have to do is deactivate my phone and attempt to reactivate with a foreign sim, right?

Since you don't have an account and probably did not have one, you would probably not be able to get an unlock code but you can try here:

If you did not buy from ATT and do not have an account, you may not be able to get it unlocked. You have to have completed your two year contract and have your account in good standing.

I called in, and within 15 minutes had my phone unlocked. Just had to backup & restore, and iTunes popped up with the "Your phone is unlocked" message. I think the process was relatively painless because I go through Enterprise Customer Care.

Yes once you are done with your contract or you upgrade early. On July 21 you will able to get your iPhone unlocked.

I've got enterprise customer care too (US Gov't FAN). I'm trying to avoid restoring since my phone is jailbroken. If I deactivate it via SAM and try plugging it into iTunes with a foreign SIM, iTunes tells me that I'm using an unauthorized SIM. It's definitely been a few hours by now. I'll try again tomorrow I guess.

Van I would like to know who I can unlock my pip 4:11:08 b not because the IP is in afourth cousin to the US. I take pictures for me and check if they have to unlock not payany more

A friend asked me to unlock his iphone for him. I fit all the requirement to be able to unlock my own iphone, and he tells me this means that I am able to unlock any iphone using my account. Is this true? Will it really not matter that his ipone isn't even linked to my AT&T account?

Can have ur phone unlocked for travelling abroad etc
Nice to know at@t are allowing this free for you
I have to pay a fee darn to unlock my iPhone so not fair
