If you can produce a copy of a receipt showing that you paid full retail price from a authorized vendor (not EBay) then they will unlock it, other then that you can try tracking down the original owner of the phone and ask them to do it.

I purchased an iphone 4 (at&t) last year.
I paid full price and I never had any contract with at&t.
I have the receipt of purchase.
I am in Brazil now and I cannot use it because it's locked.
I contacted at&t by email to unlock it.

probably not as you do not have a relationship with ATT past or present. Call them though to confirm or best yet contact the seller and have them apply for the unlock. The phone number is below as you need to call to even have your iphone evaluated.

hi,
here is my long story in short. We bought an iphone 4 under contract and had to terminate the contract before its time. So we paid the requisite fees and early fines and cleared our bill completely. Now when at&t declared they would unlock the iphones, i emailed them with every detail. In return, i was given this case no {personal content removed for safety}. This was on April 14th. I was told that it would take about 7-10 business days to give an answer, but since then i have not received an update as to whats happening. And i have also not received any response from the emails i wrote after that.
I would like to know if anyone else has faced the same issue.
Can anyone help me out with this please?

My story:
Submitted an iphone 4 unlocking request on 21 April 2012 and was advised a date of 3 May 2012 for resolution. On 4th May, my unlocking request was denied and reason was given as no account with AT&T. I sent an email fo review and next day (5 May 2012) I received an email with an attachement of unlocking instructions.
I upgraded to IOS 5.1, but no "unlock successfull" message appeared on itunes. After reading everywhere I followed every step, restored iphone several times but phone was still unlocked.
I contacted AT&T again and to my surprise, this came out from AT&T. What a disgusting way to deal customer complaint, perhaps AT&T don't have anyone with brain or atleast this .
Thank you for contacting AT&T Customer Care about unlocking your iPhone with the imei number ending in 0014.
My name is Dedra and I will be happy to assist you. We are unable to complete your request at this time due to the following reason:
The unlock code for this device is unavailable due to security restrictions based on the device's history. You may want to return the device and/or provide feedback to the seller. AT&T will unlock an iPhone under the following circumstances:
the person requesting the unlock is a current AT&T customer or a former AT&T customer who can provide the phone number or account number for the account; the iPhone was designed for use on AT&T?s network; all contract obligations, including any term commitment, associated with the device to be unlocked have been fully satisfied; the iPhone has not been reported lost or stolen. Also, current customer accounts must be in good standing with no past-due amount or unpaid balance and has been active for at least sixty (60) days. Former customer account may be eligible for unlocking so long as they owe AT&T no Early Termination Fee or other unpaid balance. AT&T will unlock an iPhone for an active and deployed member of the military who is a current AT&T customer in good standing and is able to provide AT&T with deployment verification; and a person who purchased the iPhone from an authorized location at the 'no commitment' price and can provide proof of purchase. Please note, if you are traveling internationally, iPhone is a quad-band phone and will work in many countries across the globe. Please visit www.wireless.att.com/learn/international/ for information on traveling abroad with iPhone. For questions regarding AT&T?s wireless service and iPhone, please contact AT&T Customer Care at (800) 331-0500. If you are currently not in the United States, you can contact our international wireless care department at +1 916-843-4685 24/7. We thank you for your continued business. Thank you for contacting AT&T Mobility. We appreciate your business.
Original Message Follows: ------------------------ Hi
I submitted unlocking iphone request back on 21st April and received the following email informing me to follow the steps to unlock iphone. I have followed every step corrctly several times (updating IOS to 5.1 etc) but it seems my iphone is still locked. In SIM details (About) it shows carrier 12.01 AT&T although I put a different SIM. With a different network SIM, it gives error message that SIM is not compatible to network settings.
Could you please check if my iphone is unlocked in your system. I copied and pasted the email I received from you below. My IMEI number is xxxxxxxxxx001 4
Regards
xxxxx yyyyyy

I would suppose it is possible that someone could change the status in Apple's activation servers but I would be surprised that Apple would allow that.... While ATT must authorize the unlock, Apple controls the activation servers with the information and they would probably not like that experience to be altered once unlocked.

Seriously? No one is going to do that, and it won't work anyway. The IMEI had to have been associated with the account so just having anyone's account information isn't enough.
You say you were "promised" an unlock. Did they instead give you a case number saying they would look into it? Probably they looked into it, and determined you weren't eligible.

this will be merged with the large thread on unlock requests.
The requirements for unlocking the phone are detailed, not all iphones will be unlocked you either need to supply the telephone number that was associated with the phone, the att account number that was associated with the phone or a reciept from an authorized dealer showing a iphone purchased at full retail price. You need to call them to start the invesitgation process.
Here is the policy

Dear Sir / Madam,
First of all I would like to thank for your quick response,
I have bestbuy receipts still with me, so where can I send them and go further ?
Since I dont have any chance to get AT&T account, I can only write to this community blog.
As far as I can see the other help resources need an account information to help.
Best Regards,
