There is absolutely no way to handle it other then calling them. If your phone qualifies for a unlock then you can get skype and call them. To qualify for unlock you must meet at least one of the following criteria
1. Have the phone number that was attached to the device when it was under ATT contract -OR-
2. Have the ATT account number that the devices was acitvated on -OR-
3. have a receipt from the authorized dealer showing you paid full retail price for the phone (in most cases ebay and craigslist are not authorized dealers)
Get a skype account, call att Customer service at 1-800-331-0500 and request the unlock process start, you will need to supply at least oneof the above requirements.

I do not live in the U.S., I live in Brazil, and I have the right of the release, and I do not know how I might be getting in touch, since the chat is only for those who are a customer of At & t.

ATT wireless is a US company and does not do business is Brazil. There is no right to have a phone unlocked here! Use Skype and call to see if you are eligible. You may need to sell your iPhone and buy that can be unlocked or is designed for your carrier.

I have been a customer with At&t for years and I feel totally cheated.
A year ago, I bought an Iphone 4G for my friend, who asked me to check with the store, whether he'd be able to use his phone in Brasil when he moves back in a year (which is now). So before I even bought the phone, the service official told me that the phone was capable of being used in Brasil as well. This would be the only reason I'd buy the phone, so no matter what other way this communcation took, I am confident the store representative assured its ability to be used outside of the US.
However, speaking to a customer service representative today through the phone, I found out that not 2-3 months ago, apple gave the right for At&t to unlock Iphones with the requirement that the phone has been used for over 2 years. He also clarified for me that, when I bought my friend's phone, this type of service (of allowing US Iphones to be used outside) did not exist.
My friend spent over 300 bucks to buy his fairly new Iphone and now he can't even use it.
There's no evidence that the customer representative I spoke with 1 year ago, gave me the wrong information, nevertheless I feel completely ripped off by At&t which is such a disgrace as a customer for many years.
What would you do?

Matter of symantecs - the phone does work in Brazil on an att accont ith international roaming, it just does not work on a brazilian phone carrier. If you paid full retail price for the phone and has access to the reciept you can request a unlock on it. If it was bought via ebay or a reseller that is not an autorized dealer it is pretty much a paperweight or a ipod

You need to get skype and call ATT, the requirements are strict an if you don;t qualify you will not get a unlock. Calling is the only method.

Have your friend unlock it for you - that is as long as they had it under att contract, other then that ATT will not unlock a iphone unless it falls under the requirements that they have published
