I have an iPhone 4S 32GB (White), and it's already out of contract so I think it's eligible to unlock as well.
Please let me know if you could help me out. Thanks again.

The process starts with calling ATT support and supplying them with the information they request, they will then determine if the phone is or is not eligible for unlocking. The short version of the requirements are
1. the ATT phone number that the device had when it was on att network - OR -
2. the ATT account number that the device was attached to when it was on the att network - OR -
3. a invoice showing that full price was paid for the device from a authorized dealer

Dear Sir/Madam,
I would really like to officially unlock my iPhone 4. My name is Maxim. My american friend had made me a present - the iPhone 4 - about six month ago, but I'm not the resident of USA (i'm from Russia),
so I can't use it with local operators. Umfortunately, now I can't contacted with him.
My IMEI is . I will really appreciate your help on my problem.

if you can;t contact him then you are pretty much out of luck, att is very adament on what the requirements are
1. the phone number that the iphone was attached to whne it was under att - OR -
2. the account number the phone was attached to when it was under att - OR -
3. a invoice showing you paid full retail price for the from from an authorized dealer
You can get a skype account and call them to see if they will but chances are slim. The only way of starting is is via a call to them.

Regarding the 3rd requirement: "3. a invoice showing you paid full retail price for the from from an authorized dealer"
How would I find out if Newegg.com is an authorized dealer? Does the refurbished iphone 4s that newegg is selling qualify to be unlocked?
If it makes any difference, I AM a current AT&T wireless customer in good standing however the iphone 4s that I would want to get unlocked will be used by someone else who is not an AT&T customer. Thanks,

I do not have a 4S or any other iphone and am not currently under contract though I do have service with AT&T. The refurbished phone I want to get from Newegg.com is for a friend overseas. It is a no contract phone but is locked to AT&T. So AT&T won't unlock it?

You would need to call. What I am not sure of is Newegg an authorized reseller? If not then no they probably will not unlock it. Ultimately ATT determines the outcome and we can only tell you what they post.

no, you need to do the process yourself, the requirements for unlock are strict
1. the phone number that was attached to the device when it was on att - OR -
2. the account number the device was attached to when it was att - OR -
3. a invoice showing you paid full retail price for the phone from an authorized dealer
get a skype account, call them - you need to do this yourself

like you said - only way of knowing for sure is to initiate the request with the invoice

Then unfortunately your phone will unlikely not be unlocked. AT&T has specified requirements that must be met for them to unlock the phone.
