BIS not doing it's thing!

I am the IT support at my office. I support 127 employees and they have a mix of cells that are very easy to work with, with the exception of the Blackberrys. The Iphones, Androids and Windows based phones configure to the exchange nicely, but the Blackberry BIS will not work.
Error 1. The phone directs us to setup the BIS on ATT.com, and when attempted, it says it cant configure the phone through the internet and that we need to set it up on the phone!
Error 2. The "other" email setup doesn't "ask" the right questions, nor does it have settings appropriate for our server which is an exchange account, but through Microsoft online services. (uses a web access server rather than a Blackberry exchange)
