I'm using an ATT 2wire247 modem/router. My download speed was very low, so I decided to check the users on my network. When I accessed the modem, I confirmed all the devices (wired and wireless) were mine except for 1. This device is labled NP-11A18R031615. I tried to delete it, but it came back after I reset the modem. So I tried blocking the MAC address, but the modem still reads it as active. Anybody ever heard of this device?

Not sure how the 2wire247 modem/router is setup, but can you have a mac filter list? Set it to only allow devices on the network with mac addresses on the filtered list?
