Does anyone know of any unlocked phones that fit this criteria that are approved by AT&T to use on their unlimited $15 a month data plan? Thanks.

Just make sure it doesn't run a smartphone operating system, such as Android, Symbian, Blackberry OS, or WebOS. If it doesn't use a smartphone OS, then it isn't a smartphone and can use the normal dumbphone data plan.
Keep in mind, though, that any non-smartphone touchscreen (or for that matter, texting keypad, as opposed to the standard 12-key dialing keypad) is a QMD. It will need a minimum combination of messaging and data plans ($20 for an individual line). $15 data and $5 for 200 messages will meet the requirement.

Hi, thanks for the reply. Would a phone like the LG GS500 Cookie Plus be able to access AT&T's HSDPA network? It's listed frequencies are HSDPA 900/2100. I'm reading that AT&T is on 850/1900. Does that mean that I'd only get 2G with this phone? Thanks.

Yes, AT&T's 3G network operates on 850 and/or 1900 (only one at a time) depending on where you are. Yes, if the phone fails to support those frequencies (more specifically, the one used in your area) for HSDPA, you will have 2G only.

AT&T has been selling the Nokia 6650 as a feature phone, no messaging or data plan required, although it runs the same version of symbian as the Nokia N71x, which the designate as a smartphone with a required dataplan. If you buy an unlocked phone with no AT&T branding chances are you can use the dumbphone plan.
