My data plan is having problems

Ok so I am starting to think something fishy is going on. I have a 3GS iphone and have the 5GB tethering data plan most months are fine and I stay within a gig or so of going over and I watch very closely... But then there are times when it just sky rockets and I know I have not been using that much... For instance I was at 3500 out of 5000 and I downloaded a 800mb file which 1024 mb=1GB the night before my data changed over.... My data plan resets on the 14th of every month so I did the 800mb download at about 9 pm on the 13th have not use the data sense and now I look at my data plan the day after it switches and IM at two gigs??????REALLY WHAT HAPPENED TWO GIGS IN A MATTER OF HOURS... I know I have everything set up so no downloads or anything happens without my permission first (I am a computer repair guy I know what IM doing) and I have had this problem in the past I have had them send me a data warning txt saying I was at 65% at like 10pm got up the next morning after having my phone OFF all night and get a txt when I turn it on saying that I have used my data plan and will be being charged overages..... What's the deal because if this does not stop IM just gunna switch the the 4gs VERIZON in a few months when my 2 year is up IM tired of having money credited to my account on the next bill "to Take care of overages charges that I will still have to pay on this bill I can't afford there janky data monitoring system... Any advice before I call and chew them out once again......

Are you traveling or using multiple cell sites during this data usage? For example, when I leave Boston and go up to my place in the lakes region in NH or visit my friend's cabin in Vermont or Maine I notice that it sometimes takes 48-72 hours for data and voice activity to post to my account. I suppose it may be "off-network" usage that is aggregated and then sent to AT&T a few days later... Data online isn't always displayed in real time for this reason because cell sites don't push this data to AT&T billing immediately...especially if traveling outside your normal areas or using "off-network" towers or other towers that AT&T doesn't own/operate (roaming)...
It happened to me last week. My device said I had used 1.5GB of data but online and via *DATA# inquiry, AT&T said I only used 500 mb... I had been away for the weekend and streaming Pandora. On Monday afternoon or evening the data usage posted and it matched what my device had recorded (a good 48 hours later)

Nope always at my house I pretty much just use my phone for internet I live in a rural area
