att familymap can never locate my sons phone not even when he is right beside me

i have iphone 4 we downloaded att family map it will locate my daughter but it never locates my son he has a HTC VIVID i held the phone and located him and it still will not locate his device i looked in his phone and everything is the way its suppose to be but cant get family map to locate him helpppp
