Error 553

I work at a local school district, where my son attends school. In the past few weeks, messages sent from the school district to my flash.net account (both by me and my son's teachers) have been bounced with an "Error 553" message. According to the school district's tech, that means AT&T has decided that the "tusd1.org" domain is the home of a gang of Nigerian spammers (not a large school district in Arizona) , so my flash.net account rejects them. He has tried contacting AT&T, to no avail. I have tried, too. with no success, nor even a response. AT&T has instructions for "verifying" an e-mail address, I've tried this several times, it has not worked.
Yahoo , G-Mail, Hotmail are not blocking tusd1.org. They don't think the school district is a spam factory. Why is AT&T doing this? Why are they doing this without even mentioning that they are doing this? I don't know how many messages were blocked before I spoke to a teacher in person and found that they were being blocked.

Thanks, but that's the same page the error on the e-mail block messages refers me to, I've been through that all, and it has not helped.

And the school's mail system administrator has filled in this one: http://rbl.att.net/cgi-bin/rbl/block_admin.cgi
Then, as it says, they should be unblocked within 2 days. If the school's mail system administrator has not received a reply and the mail is still being blocked then they shold send an email to abuse_rbl@abuse-att.net .

No luck.
Jim (the e-mail administrator) sent the request on April 27th, he just forwarded the response he got -- a long message from the "AT&T Postmaster" saying that "We do not show that the IP address(es) you have listed in your request are on the block list." followed by a bunch of reasons.
He sent another request three days ago (May 7), along with examples of the rejection messages. It's still blocked, with the same message.
This e-mail address worked with the school district until about a month ago. It still works everywhere else. AT&T is blocking it, but they deny that they're doing anything.
So what's the next step?

Then I suggest either Jim or yourself contact Alex. He should be able to get you in touch with the people who should be able to straighten this out for you.
