Since 6/22/12 I have been able to only send email from Windows Mail Live and UNABLE to receive emails. I called ATT tech support and all I was offered was overpriced paid support.
I did not make any changes to my POP3 or SMTP on Windows Mail Live prior to this problem occurring.
The free tech guy had me change my settings to inbound.att.net and the SMTP to outbound.att.net and 465 with SSL checked off for both on the Windows Mail Live. I did this without any change to the problem.
I reset everything back to what it was.
No one seems to have a fix. ATT says the problem is with Microsoft but they can help by paying money for paid tech support.
This is the error message I am receiving now:
Unable to send or receive messages for the mail.bellsouth.net account. The connection to the server has failed.
Server: 'mail.bellsouth.net'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: POP3
Port: 995
Secure(SSL): Yes
Socket Error: 10013
Before this I got 3 error messages noted below:

Yesterday and today (4 Aug 2012) I am getting this message in my Windows email. I also get a pop-up asking for my user name and password which has not been changed and I know what the correct one is so what is the problem?
I have talked with ATT tech support and they cannot find a problem with anything even thou he tried very hard to find it. He spent quiet some time going thru everything with me.
Here is the message I get:
Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity. Subject 'test 4', Account: 'Geri's Email', Server: 'smtp.att.yahoo.com', Protocol: SMTP, Port: 465, Secure(SSL): Yes, Error Number: 0x800CCC0F
AT&T get this problem fixed!

I'm getting exactly the same thing. Receiving email is now apparently impossible.

I'm having the same problem with Windows LIVE Mail. My guess is that they are simply overloaded and their servers can't handle the volume of mail! I was told I HAVE to use web mail. Will post that problem in separate thread.
