busy signal w/ good DSL

My residential phone line is busy, checked network box outside, I only have 1.5VDC out there. My internet DSL connection associated with this phone line appears to be working ok. What should the normal line voltage be in my case? 48VDC?
Should I call a service tech as the problem does not appear to be on my side of the line?
