College Hoops on out of market RSNs?

I just had u-verse installed today and noticed that out of market college hoops games seem haphazardly blacked out. On FSSHD the Clemson NC State game is blacked out and on STO the Bowling Green Toledo game is blacked out. There are a few games on RSNs that aren't blacked out here in San Antonio, Kansas Colorado on YESHD and Seton Hall Syracuse on SNY.
I noticed that it has nothing do with what is available on ESPN Full Court. Is it haphazard like this, is there a reason, or was it just a mistake?

This may be a stupid question, but are you subscribed to the HD Premium Tier and you actually subscribe to the RSN's?

I can't give you an answer in general; however, I can address the reasons for the 2 games that you mentioned as being blacked out.
The Bowling Green/Toledo game was shown on ESPN GamePlan, thus it was blacked out on the out of market RSN.
The Clemson/North Carolina State game was blacked out based on the following comment shown in the link below:
ACC - Games on FSN South, Sun Sports, CSN Mid-Atlantic and NESN that are not part of the Sunday Night Hoops package are usually blacked out on sports packs outside of ACC territory. ACC territory is defined as TV markets and states where ACC schools are located. These games are not part of the ESPN Full Court package, unlike the Raycom Sports games which are in Full Court.

Could be that those games were on different channels if they were local. I know often times ESPN blacks something out if it's available on a different (local) channel.

No, the 2 games that the OP mentioned were not broadcast locally, and neither were on ESPN. The 2 games were blackouted for the reasons explained in my previous message.
