After switching to AT&T-uverse, my desktop gets e-mails that my IPad doesn't receive even though the latter receives e-mail from both the old & new address. I'm talking about Outlook Express. We don't use the Yahoo acct & it shows 0 e-mails, so the missing ones don't go there. I found the e-mail updates & tried to download it to my IPad, but it failed twice. Would that help?

There is an option in Outlook to leave a copy of the message on the server, not sure if its checked by default. go to Tools, Accounts, highlight your mail account and click Properties, then go to the Advanced tab. In the Delivery section, there's an option that says "leave a copy of messages on server" so any mail program can check the messages, as well as checking it online
