I'm suppose to have 12MB download speeds yet when I try to download a large file it's only giving me around 1.34MB per a second. Why is that?

I also have the same speed problem when I try downloading large open source applications on torrents.

Thats the right speed. You don't get 12MB per second, you get 12mb per second. That turns out to be up to 1.5MB per second. So getting 1.2-1.3MB per second is right where you should be.
MB is Megabytes
mb is Megabits
There are 8 megabits in a megabyte. So again, 12 megabits per second is 1.5 megabytes per second. All ISP's rate speed in megabits per second.
