Is my line not stable enough? Are there any online tests that I can run to figure it out?

Hi all, here is my situation... got UVerse in my area back in November so I switched from 6mb DSL (which stayed around 5.5mb down and a good solid connection, no issues what so ever... to the new Uverse 12mb down what the NVG510 modem.
Well ever since the install there have always been issues. Between pages not loading correctly (which I see is common problem with the NVG510 giving upto fast)... internet completely shutting down, which lines techs had to come out and replace my entire line from the home to the poll... they even found 12 other burn marks further down the line from lighting (or whatever)...
So doing speed tests, before the line change I was getting 10.5mb down... after the line change i get 11.5 down... but throughout the entire time I always have page load issues and connectivity problems. i.e. I can not even watch ANY youTube video without having it buffer forever. Takes 30 minutes to watch a 2:30 min video! And to top this all off, I have VOIP phones, and ever since I changed from DSL 6mb (which they were clear and perfect on) to the 12mb Uverse, there is always static, lagging, and just drops the calls for no reason.
When I tell ATT about these problems all they say is "i can send a tech out to look at the problem"... but the techs DONT DO ANYTHING TO HELP THE MATTER!
Any ideas on what I should do?

The NVG510 is a piece of crap. AT&T should stop deploying them. I would insist they provide an alternate gateway.
Since you already had DSL, I would suspect you have your own router already. You could attempt to place the NVG in "passthrough" mode, and use your own router, but even that is a major pain in the butt with that piece of crap.

Actually I've already tried that as well... but it did not help anything so I just removed it and am working straight to the NVG510 again.
