Porting Numbers

Perhaps someone can better guide me as to where this post should be or better yet, knows the answer to my question. Since AT&T U-Verse is a VOIP service I thought this would be a good starting point. I presently have three business numbers which I pay AT&T anywhere from $20.00 and $25.00 each to simply forward the calls to another number. These numbers are a one way street meaning you can call them but not call anyone from them. My question is this, does AT&T control those individual numbers or do I or in other words if I wanted to perhaps buy a Magic Jack or it's equivalent and use those numbers with that device could I? Another thought is if I was to move let's say from California to Nevada, could I take my home number and do the same thing using the same technology? I considered switching my home to U-Verse but someone told me I was nuts as I just buy a Magic Jack and use my existing number with it. All thoughts are appreciated.
