Slow Internet Speeds Over the Past Several Months

So i called AT&T several weeks ago because my internet speed was crawling. Literally. I have 12 Mbps service and I was getting close to 200 Kbps. Of course, as soon as the guy on the phone told me to test my internet speeds it ramped back up to 12 Mbps or thereabouts. But I've been getting really shoddy internet speeds for a while. I have trouble streaming videos online, particularly if I want to do anything other than watch the videos. Before, I could play online games and my wife could get online and look at picture heavy websites or stream things on youtube.

Since this is becoming increasingly frustrating, I come to you, the forum gods, to help me figure out what the heck is going on. I suppose I may just have to call a tech out here. My brother, who works at a rival company, told me, unprompted by my current woes with my service, that he has had several people switch from U-Verse to his service because of this type of problem. The people, typically apartment residents, would pay for, say, 12Mbps speed, but only consistently get 3Mbps. He said it has to do with the fact that U-Verse is still essentially DSL and that the speeds choke at the U-Verse hubs. The farther away you live from the hub, the worse your internet speed is. Considering I live about as far away from the hub that serves our apartment as possible, this seemed like it could be correct.

Your brothers comments are not correct.

Which U-verse gateway do you have?  Also, are you getting the same speeds with both wired and wireless connections?

I have the 3801HGV by 2Wire. Last I checked, the speeds were very similar wired and wireless.
