Because everyone except the viewer, gets to decide what (when and where) the viewer gets to watch. 
Sports event black-outs are dinosaur rules from the days of limited broadcast channels, but now the sports franchises cling to that old rule so the can extort stadium seat pricing out of their fans. In this day and age, there's enough bandwidth for every sports team to have their own channel. Professional sports is hardly about the fans any more. It's all about squeezing as much money as possible out of a market area and making the owners richer.

Well the Rangers anyways, Knicks won't be able to get, just the Celtics.

New York

- Total blackout south of Mercer, Monmouth and Ocean Counties.
Connecticut
- Total blackout in New London and Windham Counties.
Due to Celtics coverage in New London.

Unluckily, CT PUC most likely can't help as it's the Knicks/NBA causing you not to see the Knicks, not Uverse. They are just following the legally defined team TV boundaries.
