Because you are not in the market of the San Jose team.

It seems all Comcast sports are blacked out. I got the HD Premium tier two weeks ago just for Comcast. So far everything has been blacked out. I'm canceling it tomorrow.

As stated many times on this forum, professional games are blacked out on the RSN's outside of a team's territory per rules of that league.

This reply makes no sense. We also pay for HD Premium. We live in Texas, yet games in Atlanta, etc are alwas shown as blacked out in our area. We should be receiveing these channels. What is going on?

I will repeat. Per league rules, professional games shown on the RSN's are blacked out in areas outside of of a team's territory. If you live in Texas, you are outside of the market of the teams in Atlanta; therefore, those games will be blacked out in your area.
These are the rules imposed by the professional leagues not by a TV provider. If you have issues with the blackouts, you should contact the NHL, NBA, MLB, etc. The only way to receive the out of market games shown on the RSN's would be to purchase one of the out of market packages (i.e. NBA League Pass, NHL Center Ice, MLB Extra Innings, etc.). Of those out of market packages, NBA League Pass is the only one available for purchase on U-verse.

To some extent, it depends on which sport you're talking about. For NFL, you can see any game that is being broadcast on a channel you get. The only exception is if your home team is playing at home and is not sold out, then the game will be blacked out in your area.
But for both MLB and NHL, out-of-market games are always blacked out, regardless if you get the channel the game is carried on or not. If you live in Texas, the only MLB games you're going to see are:
1. Texas Rangers
2. Houston Astros
3. Other games when broadcast on a national channel, like ESPN, TBS, WGN America, etc.
If you expect to see Atlanta Braves games on Fox Sports South, that isn't going to happen.
MLB and NHL sell out-of-market packages (MLB Extra Innings, NHL Center Ice), which let you view out-of-market games. AT&T U-Verse does not currently carry these packages.

Tell MLB/NHL/NBA/MLS you don't like their blackout rules. The only opportunity to get out of market games is to subscribe to the premium packages of which AT&T only has NBA League pass. Other carriers have MLB Extra Innings, NHL Center Ice, MLS Extra Kick and DirectTV has an exclusive NFL Sunday Ticket. The other RSN (Regional Sports Channels) are best watched during college football season, not for watching professional sports.

Keep in mind that you can buy the Center Ice, Extra Innings, etc through the league websites. For many people, this is a better option, as you don't have to be in front of your TV to watch a game.
If you have a newer TV, you may be able to hook your laptop, tablet, or phone up to the TV to watch those games on your TV.
However, please keep in mind that you will not be able to see your "local teams" (as defined by the leagues) on those packages. You'll still need to go to a TV to see those games.
MLS and NHL repeats are not blacked out on the HD Premium Tier. I'm not sure about NBA repeats, but I do know that MLB repeats are blacked out.
