I just had uverse internet installed today. I observed constant network traffic coming into my computer even when no internet access application running. Is this normal? I use ubuntu linux and the computer is behind a switch. Thanks.

If you are watching TV, the IPTV packets are multicast. Your switch will treat multicast traffic as broadcast traffic and forward it to all ports.
To prevent IPTV traffic from reaching your computer, use two switches, with each switch uplinked to a different port on the U-Verse RG. Put all DVR/STB units on one switch, and all computers on the other. The RG's built-in switch does IGMP snooping and will prevent the IP multicast traffic from going to the computer-only switch.

Right. Behind that switch I connected a TV. So if I disconnect that TV, there should be no traffic come into this computer, right?

Correct, no traffic except what the computer is using if the TV is disconnected from the switch.
