AT&T used to unblock the outbound port 25 upon request, but will no longer do so for residential accounts. You will need business U-Verse if you want to run your own mail server.

This prevents you from running the mail server for your own domain name.

ok i talked to uverse level 2 support. they recommended that i get a static ip and send out mail on a port other than 25. Would that even work??

Other ports are defined for SMTP for client to MTA delivery (such as 465 or 587), but to deliver to the target mail server, it has to be port 25.

Yeah, it's a pretty annoying situation with Port 25 outgoing. It's super simple to unblock the port on att's side, however tier 2 is directed towards Connectech which unblocks Port 25 with the same process but charges a fee to do a simple change.
