uverse high ping latency during afternoons

Okay, so I have the Max internet plan from AT&T U-Verse, and I keep having this problem where my pings are at 1000+, rendering the internet more or less unusable. I try restarting it from the interface at 192.168.1.254, and when I reconnect, I get my regular ping speed (50-60), but after a while it escalates back to 1000+. I check on every computer, and it's the same, so it's not a problem relating to my computer. Sometimes, it goes back to normal ping rate for a couple of hours, and suddenly it goes back to slow ping speeds for a couple of hours. Could anyone identify the source of the problem?

Are any of your computers running an application that saturates your upload bandwidth, like Carbonite/Mozy (backup) or Bittorrent?

Saturated upload bandwidth will cause high pings and latency due to poor processing by the 2Wire gateways. The solution is to go into your Bittorrent client (or backup software) and limit the upload bandwidth to approximately 2/3rds of the maximum that your package guarantees.
