AT&T's return policy has changed effective 10/07/12. You have 14 days to return the device & cxl without a ETF. Policy info HERE.

That is to say, that the years that am going to be aqui in the pies Venezuela I am going to continue paying for the service without being able to use it? Or perhaps not another way exists that can be placed Roaming International?
You would have to have the account upgraded from prepaid to a postpaid service for the phone and servcie to work over there, That can only be done through a corporate run and owned AT&T store. So unfortunatly till that is done the service wont work there, however you could see about getting the phone unlocked so that the phone can be used over there with a local service provider with a new number if you wish to.
