DSL lines physically there as far as computer knows they're not...

This has been going on for a good year or so but I keep placing an order for DSL after the check availability it shows that im available then I get an email saying its not after my deposit is taken... Also the technician came out to my house and told me the lines were physically there and he could run all the lines and hook my DSL / u-verse up but he couldn't activate it because the computers show that these lines that ARE there don't exist sorry if I explained this poorly been on the phone on and off for the last 3 days trying to get this resolved and they're not much help... At one point in time they actually said my house didn't exist because they couldn't pull my address up on there computer... Thanks for reading this and any suggestions with where I should take this would be greatly appreciated

That is definitely an odd situation!
