DSL service has been absolutely terrible since upgrading

I have been a at&t customer for years and up till about a month ago when I upgrade from 3.0 mbps dsl download speed to 6.0 download speed my service was fine. Since upgrading the service has been terrible I get provided with under 1/6th of what my speed should be and its unbearable, in addition anyone from customer service that I have talked to has been of no help. The lines are fine and everything, I bought a new modem after upgrading to 6.0 mbps DSL as well and its still no help with the new modem or old modem. I'm just mostly upset about the lack of even half decent customer service and not getting what I paid for and the fact that my 3.0 mbps dsl service was a lot better compared to after I upgraded.
