Installed on activation date - DSL NOT WORKING!

Okay, I honestly don't know where else to go for help. I have called customer service at least 4 times, did the online chat, emailed via my wireless account, etc. I have gotten no help whatsoever.
On 9/28 my DSL (w/o a phone line) was supposed to be activated. My modem was also delivered that day. During the day (while I was at work) I got a call & voicemail from an AT&T tech named Glen. He informed me that he was at my apartment checking the outside lines to verify that we could get DSL b/c the previous tenants had U-Verse. When I got home there was paperwork on my door from the tech stating the DSL was good to go to my building. So, at 8PM on 9/28 I set up my modem & registered (via my iPhone) and waited....and waited...and waited. So here it is 10/3 and my DSL light is STILL blinking red. It has NEVER been green, never worked, never activated, or whatever.
I verified with AT&T customer service that my DSL service has been activated so it should be working. So, for one, I'm paying for service that is NOT working but supposedly should be. Customer service said they needed to send a tech to check my outside lines. I explained to them that this had already been done. They said they had no record of any AT&T tech being at my place....I have the paperwork showing they were there, though.
After all this...no tech visit was set up & my internet is still not working. I called again asking for a tech to check the outside lines even though this has already been done. Nothing was ever set up even though I was told it would be.
Anybody have any ideas on what I can do to get my internet working??? It's been almost a week and I have to have internet for school (online classes). I'm extremely frustrated with customer service as nobody can seem to help me.

My service isn't activating properly either. I followed the instructions to a tee and red light will blink on forever. I've tried power cycling and changing wall jacks with no luck. Is it required to call them up to activate it? The instruction maual seems to imply that isn't necessary

I have run into the same problem as Haiti agency and I checked my wall jacks to make sure all the cables are connected (I did not change anything on any of them, just opened them up to make sure they were not disconnected). I tried plugging the gateway into all 4 of the phone jacks in my apartment to see if any of them would work and left everything plugged into each one for about 20 minutes and not once did my broadband light turn green. I checked online before ordering to make sure that U-verse was available in my area and it said it was but I can not seem to get it to work. Do I have to have my apartment complex turn them on or something or should they just work, at least one of them, by default? Please help me as I am getting frustrated about the idea of possibly paying for internet that I can't use. Thank you.
