Is it true you can't have two separate DSL services in one house?

Someone who's renting a room in a house said that they can't get their own separate At&t DSL service in that house because the homeowners already have At&t DSL service in the house.
I thought you don't need a phone line anymore to get DSL through At&t?

How do you expect to send and receive information from your computer without having a phone line connected to your computer's modem?
If that house you're talking about already has 1 telephone line (and is someone else is using it for a DSL service account), the only thing you need to do is to have the phone company install an additional phone line for yourself. Of course, you will have to pay them to do that and to also be responsible for that DSL line service bill.
Note: when I say "phone line" or "phone service" I am NOT saying that you actually need to pay for and have a physical telephone service. You can get a "Dry-Loop" service to use only for your DSL account and use. You do not need to have a telephone to have DSL service, even though 99.999% of the so-called 'customer service reps' will lie to you, and tell you that you can't have DSL without also having a phone bill too. I suppose they work for commission bonuses and therefore want to sell you something you may not want or need.
