OH boy! I really need advice on who to send a BBB complaint to!

I have had an unbelievably bad few months with my DSL service speeds (now resolved) have spent HOURS on calls with technical support and Account services and was supposed to get some credits that never materialized and I have them coming out TOMORROW to switch us over to U-Verse!
I am really thinking now that I should have moved to Comcast! I have had service from ATT for my home phone and internet for like 7 years though! MOST of that time was good. I need to know who I can complain to to get some ACTUAL account support. I don't like to just send BBB complaints, Indiana Attorney Generals complaints. FTC or FCC complaints unless I KNOW they are going to the right place.
ANY ASSISTANCE IS GREATLY APPRECIATED.

Thanks so much! For future reference though where should consumers send AT&T Indiana High Speed Internet complaints? Sometimes a letter is a lot better and faster than multiple phone calls that average 40 minutes....

I REALLY need to know what address/es to send complaints to! Here is a summary of my latest problems with AT&T that I posted on a deals site (I would post a link but am not sure if that is against the TOS)
After they installed my U-Verse yesterday I had 3 green lights on my gateway and
the guy leaves and I find out that I can't register my U-Verse account or device
or whatever and I had NO dial tone! Got a trouble ticket open and it says it
might be until SUNDAY morning to have my home phone service restored!
The
guy who came out here called me on my cell when he was doing the work so I
called him back. He answered and told me he was with another customer so I asked
him to call me when he was done. He never did AND he let my next call go to VM
and never called me back. ALSO, I just paid my ENTIRE bill on the 7th and was
supposed to have $35 in credits that aren't showing yet and when I logged in
yesterday it says I owe $25.69!!
Needles to say I am {word filter evasion} at AT&T
again and can't believe I stayed with them. ESPECIALLY as they are advertising
and selling fiber service or at least FTTN fiber supported service to node but
the install guy confirmed there are no VRAD's in or near the boxes in my
neighborhood so AT&T is completely misrepresenting themselves! Guess I will
end up having to file FCC complaints to get things sorted out?

I have asked MULTIPLE parties and multiple times where is the best address to file a BBB complaint about AT&T High Speed Internet.
If I don't find a good address for a corporate complaint I will have to file multiple complaints (BBB, Indiana Attorney Generals, FTC and FCC complaints to get some traction.
